Every business that issues an invoice must also provide a tax invoice to another business (non-individual entity).
For invoice amounts exceeding 25,000 NIS (before VAT), you will be required to obtain a unique invoice number from the tax authority.
You can request the number manually or through the system's interface (API).
The unique serial number that is obtained is linked to the tax invoice and should be displayed on the invoice printout (it can also be handwritten).
Without the unique serial number, the purchaser will not be able to deduct the VAT on expenses.
The control system will be operational from January 1, 2024, for a duration of 5 years, until December 31, 2028.
In the first year, the system will be activated in a way that every allocation request will be automatically approved.
The invoice amounts for which a unique allocation number is required will gradually decrease over the years:
In 2024 - 25,000 NIS.
In 2025 - 20,000 NIS
In 2026 - 15,000 NIS
In 2027 - 10,000 NIS
In 2028 - 5,000 NIS
Registration for the computerized identity system is mandatory and should be done initially through the personal zone on the Tax Authority's website.
Registration should be done according to your status, whether you are a sole trader ("Registration for Me") or a company ("Registration/Update for a Corporation").

Granting permissions for submitting an allocation number request:
A registered corporation is required to authorize representatives to submit an allocation number request.
A sole trader can also authorize representatives to submit an allocation number request.
Before granting and receiving authorization from any individual over 18, both parties must perform a one-time initial registration with the Tax Authority, as mentioned in the section above.

Yes, it is required to record the allocation number for each invoice from a supplier that exceeds 25,000 NIS.
A corresponding field will be defined for this purpose.
The condition for VAT deduction on expenses is an invoice with an allocation number. This applies to every invoice above 25,000 NIS starting from January 1, 2024.
The allocation number can be obtained online, and the process is similar to the time it takes to receive approval from credit card companies when issuing a credit card.
No allocation number is required. The amendment does not apply to invoices with a zero percent tax rate.

After the authentication stage, you should provide the following details: the authorized customer's VAT number, the amount before VAT, the VAT amount, and the invoice number for which an allocation number is required. You can also add transaction details.
